The Grant & Compliance Officer will be reporting to the Finance Manager and works closely with other Business Officers based in various regions in Kenya. With strong leadership and financial and audit skills and experience, the Grants officer will convene and train existing grantees on compliance and best practices in reporting, procurement and documentation. This is a grants and compliance role which requires a highly numerate and analytical individual who demonstrates a high degree of maturity and integrity. He/she will have a strong strategic focus, be results driven, and committed to high standards of performance.

Job Purpose
The will assist the Finance Manager in developing M-SAWA financial regulations, templates, review lead firm financial statements, review budgets, financial reports and track disbursement and closure of grants.

Key responsibilities
• Assist Prepare and update audit checklists for grantees and lead firms.
• Review grantee financial statements, and keep track.
• Perform pre-award financial assessments and due diligence.
• Support existing grantees to ensure a strong compliance to internal policies, Government of Kenya laws, MEDA and donor regulations.
• Assist to evaluate proposals (including budgets, assumptions and milestones); lead the setup, implementation and improvement of grant monitoring systems;
• Track audit and diligence recommendations, follow- up and ensure closure in a timely manner.
• Upon completion of the grantee’s project, perform a closure audit, assess fixed assets needing disposition and recommend action to finance manager.
• Identify problem and non-compliance grantees and lead firms, who may compel earlier contract exit, and make recommendations for termination for consideration.
• Identify potentially questionable grantee costs and advise lead firms and finance manager on pre-emptive corrective actions.
• Setting monthly financial performance objectives and timelines, as reflected in their annual work plans and conducting quarterly reviews.

Required Qualifications
• Master's degree in Business Administration, Finance, Statistics.
• CPA (K)
• Minimum of 3 years' grants and compliance experience;
• Proven track record in evaluating and funding projects;
• Good understanding of the donor/grants compliance;
• Experience in one or more of M SAWA strategic areas such as electronic payments, agent banking, micro-insurance, micro-pensions, microfinance, mobile money, voucher, etc.;
• Demonstrated experience in a complex environment;
• Ability to process and interpret large amounts of data;
• Previous experience in conducting due diligence on SMEs or related investees/grantees;
• Experience working in Africa.
